Government Moves to Criminalise Protest Against Animal Testing

Animal Concern is extremely disappointed at the news that MPs in Parliament voted today, on the 14th of January, to reclassify animal testing sites as ‘key national infrastructure’. The proposal voted for will amend the Public Order Act 2023 to redefine animal testing facilities as national infrastructure, putting them in the same category as airports, power stations, and major roads. 

This will enable widespread injunctions on protestors and constitutes a blanket ban on demonstrations taking place outside testing sites, even if the protest is peaceful. Additionally, planning a protest or intending to join one could be cause for arrest and prison sentences. Consequently, the result of today’s vote could significantly impact and harm the operation of animal welfare organisations and punish compassionate individuals speaking out against the abuse of animals in testing labs.

This decision is completely at odds with the Government’s recently announced plan to phase out animal testing in the UK, having introduced a roadmap for alternative methods in November 2025, developed in consultation with life science experts, businesses, and animal welfare organisations.
